What is the Bulk Billing Incentives Calculator?

To support the Bulk Billing PIP, the government has released a calculator to assist your practice in estimating comparative income as a BBPIP participant, based on data you provide about your current billing mix and concessional patient proportions. The calculator can help you estimate the financial gain or impact of moving to a 100% bulk billing model, taking into account increased incentive eligibility and the BBPIP 12.5% incentive.

You'll need to supply some data points over the last 12 months to the calculator to get a more accurate approximation. Click the drop-down below to expand.

A DODHA User Guide has been created to assist you in the use of the calculator. Best Practice Software are also working on queries to assist you with generating the data points where a query or report doesn't exist. Queries to assist with the calculator will be made available on this knowledge base as soon as possible.


How do I find this information in Bp Premier?

To support the calculator released by the DOHDA. some reports can be used in Bp Premier to help you gather the required data. If you're a Cubiko user, this process will be straight forward as Cubiko has powerful reporting tools available.

  1. Modified Monash Location:

  2. From Setup > Practice Details > Double click on your location to see your MM Location if already entered. Use the Health Workforce Locator website to learn more about MM locations or find your MM location.

  3. Total percentage of billings paid to practice:

    This is your practice's income split arrangements between the practice and the providers.

  4. Estimated number of BBPIP eligible services provided:
  5. The Bulk Billing Practice Incentive Program: Eligible Services PDF, for use with the Bulk Billing Incentive Calculator, provides a list of MBS items that will be eligible for BBPIP. Use the BBPIP Statistics report, available from the Reporting Tool in Bp Premier, to get an estimated number of BBPIP eligible services provided for entry into the calculator.

    This will give you an approximate number of BBPIP eligible services that were provided in a time period for Calculator input. Learn more about how to use Services reports in Bp Premier.

  6. Percentage of BBPIP eligible services provided to concession card holders and patients under 16 years old
  7. Use the BBPIP Statistics report, available from the Reporting Tool in Bp Premier, to get an estimated percentage of BBPIP eligible services provided to concession card holders and patients under 16 years old, for entry into the calculator.

  8. Percentages for bulk billing, concession and card holder, and overall percentage billed for eligible service groups:
  9. Use the BBPIP Statistics report, available from the Reporting Tool in Bp Premier, to get an percentages for bulk billing, concession and card holder, and overall percentage billed for the listed eligible service groups, for entry into the calculator.

  10. Average privately billed fee for eligible service groups:
  11. Practice fees are set in Setup > Setup practice fees. Alternatively, you can run the Practice fees report from ManagementReportsPractice fees.

 


How do I use the Bulk Billing Incentives Calculator?

The government have created an in-depth User Guide for Practice Managers and GPs to help you get started with the BB Incentive Calculator.

Keep the following details handy throughout this process:

  1. Launch the calculator

    1. From the health.gov.au/BBPIP page on the DOHDA website, select the Bulk Billing Incentives Calculator.

    2. Accept the terms and conditions and start the calculator

  2. Select practice details

    1. Add your role, Practice location, Percentage of billings paid to the practice, and how you currently bill your patients.

  3. Enter consultation information

    1. Enter the estimated number of BBPIP MBS eligible services per year and the percentage of services provided to concession card holders or children under 16 years old

  4. Enter BBPIP MBS Eligible Service types

    1. For a more accurate estimate, amend any pre-filled average proportion of service types, bulk billing rates, and average privately billed fees to match your real activity per year.

      Once completed, select Calculate your payment estimate. The calculator can be returned to once submitted, allowing for changes.

  5. Review Payment comparison

    1. The estimates on the page represent your percentage share of payments from MBS BBIs and BBPIP MBS eligible services only. The income comparison will be split into three separate sections:

      • MBS BBIs and BBPIP eligible services, Pre November 1 2025,

      • MBS BBIs expanded eligibility, Post 1 November 2025, and

      • MBS BBIs expanded eligibility and BBPIP, Post 1 November 2025.

  6. View summary

    1. View the summary for more information on your estimates. These estimates will be based on the services delivered, working an average 38 hour week, and based on role (GP or Practice Manager)

  7. Final actions

    1. If you are interested in the BBPIP based on your estimate, you can express your interest to participate on the DOHDA website.
